Three separate questions hiding inside "is the roof okay?"
Home fires are not rare — NFPA's count reported by the Insurance Information Institute puts home structure fires at 360,000 in 2022 — and after nearly every one of them the owner asks a roofer a question the roofer can only partly answer. "Is the roof okay" is really three questions. Will it hold: that is structural, and it is an engineer's or a licensed roofer's finding. Will it keep water out: that is the roofer's trade. Will the house stop smelling like the fire: that is contamination, and it is decided by laboratory sampling of the attic, not by anyone's nose. We answer the third one. This page is about how the three fit together so that the claim pays for all of it.
What a fire does above the ceiling
Even a fire that stayed in one room heats the attic. The gas layer at the ceiling finds every penetration — can lights, the hatch, the bath fan, wiring holes in the top plates — and the underside of the roof deck takes that heat before any flame does. Where flame reached the framing, the wood charred: the Forest Products Laboratory's Wood Handbook describes char forming at a roughly predictable rate while the wood beneath it keeps most of its strength, which is the basis on which an engineer decides a rafter can stay. Then came the water. Attic insulation soaks it up and does not give it back; sheathing swells and layers apart; and the tarp goes on over an assembly that is now wet, contaminated and, within days in warm weather, growing mold — the EPA's guidance that patches over about ten square feet call for professional remediation is met quickly in a joist bay full of saturated fiberglass.
And there is the hole. If the crew cut the roof, the National Roofing Directory's reference on ventilation holes and fire department roof damage shows you what you are looking at: a deliberate opening, made to let the heat out and get water on the fire, that has to be scoped and repaired like everything else — and documented separately from burn damage so the adjuster reads it correctly.
Char versus soot: why the difference decides the scope
Soot is on the wood; char is the wood. A sooted rafter is a cleaning item. A charred rafter is a structural item first and a cleaning item second, because whatever is left of it after the engineer's measurement still holds residue. The place most claims go wrong is the third category: framing and decking that never charred, wipes almost clean, and still carries the smell into the house every summer. The National Roofing Directory's article on smoke odor in roof decking and attic insulation explains the mechanism — porous, unfinished wood takes the semi-volatile fraction of smoke in, and warm attics give it back — and it is exactly the case our sampling exists to prove. Tape lifts and wipes read under a microscope distinguish soot, char and ash from household dust; air sampling captures the compounds that re-emit. That is what turns "it still smells" into a scope line.

Restoration work on the attic is scoped under the ANSI/IICRC S700 fire and smoke standard by a contractor whose technicians hold the FSRT certification. Our part is the sampling that tells the scope where the boundary of contamination is, and the clearance sampling that shows the work reached it.
Who signs off on what
The fire marshal or investigator establishes origin and cause under NFPA 921; that report is evidence, not a clearance. The structural engineer is the only person whose signature means the framing will hold. The roofer repairs the openings and builds the new roof to the engineer's letter. The industrial hygienist writes the remediation protocol from the sampling results and signs the clearance. The adjuster decides what the policy pays for, and pays most readily against documents from the first four. Our job is to make sure the hygienist's documents exist and arrive on time.
The insurance sequence, step by step

- Report the loss and get the claim number. Tarp the roof; keep the receipt.
- Photograph every opening and every burned member before anything is moved.
- Book the smoke test while the attic is undisturbed, so the sampling captures what the fire left.
- Ask the carrier for a structural engineer if anything charred or was cut; get a licensed roofer's written inspection either way.
- Submit the engineer's letter, the roofer's estimate, the sampling report and the hygienist's protocol together, as one file.
- Remediate, then clearance-sample, then re-roof — in that order.
